One true pairing. I've always thought Velma was the only girl who actually liked Johnny due to their crossover appearance in a certain episode of Johnny Bravo. I think they're great together.

Cartoon Network invented it. They had one crossover episode, but there were a couple of short animated segments known as "moles" or "bumpers" where Johnny Bravo and Velma had a mutual relationship. I think most of the credit goes to Van Partible, who created Johnny Bravo, he's had Johnny reference his attraction to Velma on a few occasions (even in the Johnny Bravo movie only released in Asia).
They're both property of Hannah-Barbera Cartoons, so they're in the same universe, so it is actually possible.
